Upgrade the cluster from 4.1.17 to 4.2.0-0.nightly-2019-09-23-154647, jenkins (persistent template) console can be visited with google oauth. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
