libcutl is not on EPEL8 branch; please, rebuild if possible.

I'm no longer maintaining odb, so this and all of the odb related packages should be orphaned

odb is not orphaned and it's not required by libcutl.
If you don't longer need it, please add me as admin.

libcutl is used by odb and the associated packages and that's why I had originally packaged it. I marked libcutl and the odb packages as orphaned.
