Verified with skopeo-0.1.40-7.el7_8.x86_64, containers-common-0.1.40-7.el7_8.x86_64, this issue has fixed. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
