Description of problem: In the metering package in OperatorHub, there is a broken link https://docs.openshift.com/container-platform/4.2/metering/metering-about-reports.html#metering-reports_metering-about-reports that should link to https://docs.openshift.com/container-platform/4.2/metering/reports/metering-about-reports.html#metering-reports_metering-about-reports

This should be ready to verify. Running through https://github.com/operator-framework/operator-metering/blob/master/Documentation/dev/testing-olm-install.md should be sufficient to verify the behavior.
