This package builds OK in epel8 with no additional dependencies now. https://pagure.io/releng/fedora-scm-requests/issue/18936 https://pagure.io/releng/fedora-scm-requests/issue/18937 FEDORA-EPEL-2019-425e8bc020 has been submitted as an update to Fedora EPEL 8. https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2019-425e8bc020 perl-Net-UPnP-1.4.6-4.el8 has been pushed to the Fedora EPEL 8 testing repository.
