Templates & Environment files doesn't seems to be necessary during node delete.

Expected command is given in OSP13 doc as below:-

undercloud) $ openstack overcloud node delete --stack [STACK_UUID] [NODE1_UUID] [NODE2_UUID] [NODE3_UUID]
