Description of problem:
Configure NIC with Manual mode failed. The configuration can not be saved after rebooting.

Version-Release number of selected component (if applicable):
Test version:
RHVH-4.4-20190926.3-RHVH-x86_64-dvd1.iso

How reproducible:
100%

Steps to Reproduce:
1. Install RHVH-4.4-20190926.3-RHVH-x86_64-dvd1.iso via Anaconda GUI
2. Enter NETWORK & HOST NAME page, set Ethernet(eno1) on
3. Finish installation and reboot
4. Login cockpit(Admin Console) and enter to Networking page
5. Configure one NIC with ipv4 and ipv6 with Manual type
6. Check ip via cockpit and shell
7. Reboot and check ip via cockpit and shell

Actual results:
1. Step1 to setp6 are successful.
2. In step7, after rebooting, the Mode(Manual) and IP set in setp5 are not saved.

Expected results:
1. In step7, all configuration of setp5 can be saved.

Yes, this issue still happen in the latest 4.4.

This issue did not happen in redhat-virtualization-host-4.4.0-20191201.0.el8_1
Did you modify it?

Probably fixed with the clevis patch

Test steps:
1. Install redhat-virtualization-host-4.4.0-20191201.0.el8_1 via Anaconda GUI
2. Enter NETWORK & HOST NAME page, set Ethernet(eno1) on
3. Finish installation and reboot
4. Login cockpit and enter to Networking page
5. Configure one NIC with ipv4 and ipv6 with Manual type
6. Check ip via cockpit and shell
7. Reboot and check ip via cockpit and shell

Test results:
All the configuration can be saved, after rebooting, the configuration can be persisted.

So, when the bug status is ON_QA, I will move it to VERIFIED.
