Description of problem:
perl-Qt 4.14.3 missing for EPEL8. Apparently it build in Fedora 30: https://pkgs.org/download/perl-Qt

Please consult bug #1744113. If RHEL 8 provides new enough Qt, it is impossible.

Fedora 30 had the last build.  perl-Qt is now retired from Fedora with this comment
"A build-required smokeqt is broken, abandonded by upstream"

Also, you have that backwards.  RHEL8 does not provide an *old* enough Qt, which is Qt4.  There is no Qt4 in RHEL8.  As far as I know, there is nobody planning on putting any qt4 libraries in epel8, only QT5.

I am not the package owner, so I'm not going to say "No, I won't provide it" ... but if it were me, that's what I would say.

may I close this bug ? , as not a bug ? , Qt6 has arrived , so I think  bugs about Qt4 can be closed

My opinion, yes.
Bugs about qt4 in RHEL/EPEL8 can be closed.
