Description of problem:

Various request is coming for construct 2.9 in Fedora 30.

The only package in Fedora 30 wanting older construct is pybeam,
can we work on an update to construct and pybeam together?

Let's just close this. F-30 goes into maintenance mode so new breaking changes there will become more and more unwanted.
