The ppc64le template is missing the bit that allows direct boot from a USB storage device without manually specifying inst.stage2= parameter. It is https://github.com/weldr/lorax/commit/c53de4e63c37a2272e0699b3a4cc82fce51379da. I am not sure if https://github.com/weldr/lorax/commit/372bef945f2addbf66c35bce8439f3508ee2ab8a is also needed or not.

In Fedora it's since F-30 and it went to RHEL 7.7 too (via bug #1402328).

Yes the isolabel patch is also required, the pungi initrd looks like "append initrd=initrd.img inst.stage2=hd:LABEL=RHEL-8-1-0-BaseOS-x86_64 quiet"

Quite right, per comment #10 (#1 on Red Hat bugzilla) RHEL-8.2.0-20191219.0-ppc64le-dvd1.iso was tested and performs correctly.
