Description of problem:
Fedora 31 disabled root password login in SSH

Version-Release number of selected component (if applicable):
latest greatest - 26.5 

How reproducible:
Perform provision of Fedora 31 and try to log into a machine without SSH key

Actual results:
Not possible.

Expected results:
Everything is great and you can break your machine with upgrading F31 to Rawhide.
