dummy bug to bump release number so that I can open an errata for 8.2 against rng-tools

rng-tools missed 8.0 and 8.1 so I need to file an errata for 8.2 to ship rng-tools-6.6-3.el8 (which is already built), but to do that:

a) I need to tag it in brew against rhel-8.2.0-candidate

b) I can't manually tag it because it requires 8.2 gating CI to run

The only way to do that is bump the release number to 4, and rebuild in brew.

But to do that I need to open and get approved a BZ to change the spec file, so this bug is here solely to track that bump.
