Description of problem:
Reports created always shows the UTC time for `date and time` fields in a report.

Note: Appliance Time Zone is set to "(GMT+5:30) Kolkata" in 'Configuration'

- See screenshot `Report1-UTC.png` which shows the `Date Created` field in UTC.
- Downloaded PDF report and shows UTC time in the report. (See attachment, Report2-UTC.pdf)
- Downloaded CSV report and shows IST time in the report. (See attachment, Report3.CSV.pdf)

How reproducible:
Always

Steps to Reproduce:
1. Set Appliance time zone to your timezone in appliance Configuration other than UTC
2. Create a report including `date and time` fields
3. Queue and download PDF and CSV format of the same reports.
4. Notice the timezone different in the downloaded reports.

Actual results:
Report fields are using UTC timezone

Expected results:
Reports should show the timezone configured in "Appliance Time Zone"

I think this works, I think it was fixed in 
https://github.com/ManageIQ/manageiq/pull/19285 and https://github.com/ManageIQ/manageiq/pull/18438
