[1] introduces cellv2 multicell support in director.

This bug is to track the major upgrade procedure of multiple cells and documentation.

i have updated the depens on and flags to not that the 17 support for cellv2 multi-cell major upgrade is blocked by 1 implemetning the feature in upstream ooo which and 2 generic upgrade support for 17
The upstream support for 16-> 17 upgrade and for the multi cell varient have both missed the target deadlines of wallaby/xean so i have marked this as a feature backport fo the osp 18 bz
to tack that this work will continue to consume osp 18 developement bandwith to complete and will have to be backproted to wallaby upstream from master.

so that patch is needed for green-field multi cell too no?
it's not FFU-specific as far as I can tell at a glance.
I might be wrong I don't look at ooo repos much but from the commit message it sounds more general so I think this is added to the wrong bz
