Description of problem:

1.) Click on Overview > Chargeback
2.) Click on Reports accordion, and verify that saved reports can be clicked on and viewed.
3.) Click on Rates or Assignments accordions, then back on Reports.
4.) Verify that the 'All Chargeback Rates' or 'All Assignments' pages are still displayed, instead of 'All Saved Chargeback Reports' again.
5.) See traceback in production.log (attached).

Steps to Reproduce:

See above. The issue only occurs when there are saved chargeback report results.

Actual results:

All Saved Chargeback Reports page doesn't display.

Expected results:

All Saved Chargeback Reports page displays.
