Description of problem:
update section "4.11.2. Preparing a Host for vGPU Installation" in "Virtual Machine Management Guide" for version 4.3

Version-Release number of selected component (if applicable):


according to https://bugzilla.redhat.com/show_bug.cgi?id=1581709 it is not needed to install hook as the code was already moved to vdsm, please update the documentation to reflect this
