Description of problem:

https://review.opendev.org/#/q/Icd7fcb87a09c35a13e4e14235feb30a289d22778 has been imported into OSP 14 and 13 changing the behaviour of n-api when attempting to run tempest.api.compute.admin.test_volume_swap. As a result https://review.opendev.org/#/c/573025/ needs to be backported into our branched versions of Tempest.

Always.

Steps to Reproduce:
Run tempest.api.compute.admin.test_volume_swap.
