We have a validation to ensure ceph-ansible is installed [1]. Can we
add a downstream-only patch which adds an additional task which is
very similar but checks that the ceph-tools repository is enabled. We
could have the task and default it to off for OSP15 and on for 14/13
via a non-clean cherry-pick (because of the different default). We'd
enable it from off to on for 15 when ceph4 GAs in a 14z.
