Description of problem:
systemd is considering using libbpf (https://github.com/systemd/systemd/pull/13744). A package in EPEL (7 and 8) would make it easier to compile on Centos/Rhel, in particular for CI.

libbpf-0.0.5 builds fine in epel7 and epel8 mock, so this should be just a matter of compiling in two additional branches.

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.
