Description of problem:
After upgrading Ipa server to the latest available packages, the customer tried to install a replica from the upgraded server and it fails.

Version-Release number of selected component (if applicable):
RHEL 7.6
ipa-server-4.6.4-10.el7_6.2

How reproducible:
every time

Steps to Reproduce:
1.ipa server upgrade
2.ipa-replica-install -d --domain symprod.com --server avid4p03.symprod.com --realm SYMPROD.COM -p admin -w passwd
3.

Actual results:
replica install fails

Expected results:
replica install succeeds

Additional info:
-installation of server fails at CA setup
-requested cu install ipa without CA first - successful
-requested cu run ipa-ca-install - failed with error CA already exists for domain
-requested cu create replica file from master first
-gave cu steps to prep system for installation

No regressions in ipa-replica-install. Marking the bug verified with sanilyOnly.
