Description of problem:
Added PS/2 input device to guest is ignored on s390x

How reproducible:
Always


Steps to Reproduce:
1. Add PS/2 device to guest, e.g. <input type='keyboard' bus='ps2'/>
2. Start guest

Actual results:
Starts successfully, device not available.

Expected results:
Configuration error displayed.
