Package pygtk2 fails to build from source in Fedora rawhide.

2.24.0-26.fc31

Steps to Reproduce:
koji build --scratch f32 pygtk2-2.24.0-26.fc31.src.rpm

Even with pango-1.44.7-1.fc32, this fails
