Description of problem:
Add cookie support to fence_rhevm to avoid spamming RHV logs.

How reproducible:
100%

Steps to Reproduce:
1. Setup fence_rhevm.
2. Check RHV event logs.
3.

Actual results:
New login logged on every run of fence_rhevm.

Expected results:
Only log initial login, and use cookie to avoid logging new login for every time fence_rhevm is run.
