Description of problem:
Python3-idle is not providing python36-tools, however python36-idle is there.

Version-Release number of selected component (if applicable):
3.6.8-10

How reproducible:

idle3 = 3.6.8-10.el7

python3-idle = 3.6.8-10.el7
python3-idle(x86-64) = 3.6.8-10.el7
python3-tools = 3.6.8-10.el7
python3-tools(x86-64) = 3.6.8-10.el7
python36-idle = 3.6.8-10.el7
python36-idle(x86-64) = 3.6.8-10.el7

Actual results:
python36-tools is not provided

Expected results:
python36-tools is provided. This will replace the functionality of the python36 package from EPEL.

This issue was opened too late for the RHEL 7.8 lifecycle. We're leaving it open for later consideration.

Note that there were 3 EPEL packages BuildRequiring python36-tools. I've fixed them all (by just removing the unneeded dependency).
