Description of problem:
In the VM portal, in the VM actions menu, the main option (the one that is shown as a button when the menu is not unfolded) is Suspend or Shutdown, depending on the user permissions.

This looks dysfunctional and prone to accidental power offs.

This proposal is to have "Open Console" as the main option.

Both this bug and 1752995 are included with RHSA-2019:48952-04. They both have the same doc text and comment 2 states that they are duplicates. Why was one of these not closed as a duplicate?

I set the requires_doc_text flag to "-" for this bug otherwise the same doc text would appear twice. If you disagree with this feel free to change it back.
