Description of problem:
Require NetworkManager restart in vdsm sepc file during host deploy

In BZ 1738423 fix we edit the NM config without reloading NM. We should care of it during host deploy in order to the fix in BZ 1738423 to be applied.

100%

Steps to Reproduce:
1. Add dhcpv4 host to RHV without NM restart
2. Add dhcpv4 host to RHV with NM restart

Actual results:
1. Host set with static address
2. Host set with dhcpv4

Expected results:
We should restart NM during deploy

Verified on - vdsm-4.40.0-164.git38a19bb.el8ev.x86_64 with rhvm-4.4.0-0.9.master.el7.noarch

Closing won't fix. We are not shipping ovirt-host-deploy in 4.4
