Description of problem:

When no MDS is present in inventory, the upgrade is broken.


Version-Release number of selected component (if applicable):
ceph-ansible v3.2.32

How reproducible:
100%


Steps to Reproduce:
1. Deploy a cluster without any MDS nodes in the inventory
2. Upgrade the cluster using ceph-ansible v3.2.32


Actual results:
Upgrade process stops and throws the following error:
