Description of problem:

In Fedora 28, GNOME's power-off dialog would offer to "install pending software updates" and then shut down. After upgrading to Fedora 29, this option is no longer displayed, even if there are upgrades available. I just upgraded to Fedora 30, and the problem persists.

Version-Release number of selected component (if applicable):

Currently on Fedora 30 + GNOME 3.32.2

How reproducible:

Message is never shown.

Steps to Reproduce:

1. In a GNOME session, press the power-off button.
