Description of problem:

Log lines like the following:

I1023 21:44:12.546103       1 logs.go:49] http: TLS handshake error from 35.191.8.201:58139: EOF

Exist at a steady rate of ~2000 per day. This log line has no information on:
 - what is that an IP of?
 - what was the server doing when it hit the EOF?
 - will it be retried?
 - should I care?
 - do I need to do anything?

As a result, this is spam and not actionable for administrators. If we cannot add context, we should mute it. Logging this today only adds noise.

This bug hasn't had any engineering activity in the last ~30 days. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

This is a log line from the golang standard library.  We cannot control the output of the message or the lack of context for it.
