I'm having the exact same issue with Fedora 31. I think the issue is with maybe how znc-buildmod handles trying to build the module. This same bug is preventing me from installing znc 1.7.5 since client buffer relies on the currently installed version of ZNC. It's circular dependencies from my understanding.
