Description of problem:
Exiv2 was rebased in rhel8.2.0 and compat-exiv2 do not provide -devel subpackage, so seems gegl can't be rebuild due to it. Not sure whether we care about BuildRequires or just runtime requirements. In case we do not care please close this bz.

I have a patch to make it build. Can be fixed.
