CPU breakdown

CPU and disk usage in the Cluster Utilization popover have the wrong units and presumably the wrong values since we're humanizing the value for the wrong unit. Both have time units (ms). See screenshots.

I'm assuming we're not showing seconds of CPU usage. If so, we should consider changing to millicores/cores to match the overall usage in the card. This is also what's used for resource requests and limits.

The units in Cluster Utilization are fixed.
