Description of problem:
Currently with latest 4.3 version,still cannot install ptp from operator-hub web console, as there is still no PTP package in the  registry rh-osbs-operators and redhat-operators-art.

How reproduce :
Always

Version-Release number of selected component (if applicable):
4.3.0-0.nightly-2019-11-06-230519

How reproducible:
Always

Steps to Reproduce:
1.Install 4.3 cluster above version.
2. Login web console with kube user.
3. Go to Opeators/OperatorHub, search ptp operator
 


Actual results:
There is no ptp operator in operator-hub, still cannot install it from web console.

Expected results:
Can install PTP operator from web console.
