python-rsa is built for EPEL-8 and heading to testing. https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2019-5815d05432

That update was submitted by the new maitainer, Jason Montleon, but this ticket is about the
original maintainer still being with us. Reopening.

Yohan's packages were orphaned. python-rsa is now maintained by Jason.
