boost169-numpy3-1.69.0-4.fc32.x86_64 fails to install in Fedora rawhide:

  nothing provides python36-numpy needed by boost169-numpy3-1.69.0-4.fc32.x86_64

This is caused by an EPEL naming convention used in Fedora package.

https://bodhi.fedoraproject.org/updates/FEDORA-2019-c5e992e8d3 should fix the issue

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.
