httpwatcher-0.5.2-3.fc32.noarch fails to install in Fedora rawhide:

  package httpwatcher-0.5.2-3.fc32.noarch requires python3-httpwatcher = 0.5.2-3.fc32, but none of the providers can be installed
  nothing provides python3.8dist(tornado) < 5 needed by python3-httpwatcher-0.5.2-3.fc32.noarch
    (we have python3-tornado-6.0.2-4.fc32.x86_64)

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.
