Description of problem:

spice-streaming-agent is currently not built with the gstreamer plugin, built it with --enable-gst-plugin=yes


Actual results:
No gstreamer plugin

Expected results:
Having the gsteramer plugin built.

Additional info:
spec file also require an adjustment
