Description of problem:
The UI support for Exporting and Importing is missing in 6.7. the templates-plugin in 6.7 is older.

Steps to Reproduce:
1. Login into satellite UI.
2. Navigate to Host -> Templates -> Sync Templates to export and import the template.

Actual results:
The sync templates submenu is missing in Hosts -> Templates menu.

Expected results:
The sync templates submenu is available in satellite to export and import the templates.
