Lowering the severity because this only happens immediately after creating the build and there's a simple workaround. (See discussion in bug 1774842.) Checked on ocp 4.2.18, now common user could click "Rebuild" button and trigger new build successfully. The bug is fixed. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
