Description of problem:

Tuning neutron's rpc_workers and api_workers without knowing which workers are busy requires trial and error by tweaking the settings and waiting for a failure to occur. Having the role of the worker in the process name by backporting [1] would make the tuning process a lot easier and more reliable.
