Description of problem:
Application windows in a GNOME session exhibit a spurious menu button at the left end of the window title bar.

Version-Release number of selected component (if applicable):
mutter-3.32.2-10.el8

How reproducible:
Always

Steps to Reproduce:
1. Start GNOME session for a new user.
2. Open file manager.

Actual results:
The window title bar exhibits a menu button which is supposed to be absent.

Expected results:
The window title bar does not exhibit a menu button.

Additional info:
- This regression appears after upgrading from EL 8.0 to EL 8.1 which includes an update from GNOME 3.28.x to GNOME 3.32.x.

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.
