Description of problem:
nagios-plugins-check-updates currently can't be installed by running

dnf install nagios-plugins-check-updates


Version-Release number of selected component (if applicable):
nagios-plugins-check-updates-1.6.23-3.fc31.x86_64

How reproducible:
Always

Steps to Reproduce:
1. run 'dnf install nagios-plugins-check-updates'

Actual results:
dnf install nagios-plugins-check-updates
Error: 
 Problem: conflicting requests
  - nothing provides yum-plugin-security needed by nagios-plugins-check-updates-1.6.23-3.fc31.x86_64
(try to add '--skip-broken' to skip uninstallable packages)


Expected results:
Installed nagios-plugins-check-updates

I've attempted to fix this by proposing a PR to the package:  https://src.fedoraproject.org/rpms/nagios-plugins-check-updates/pull-request/2
