Description of problem:
By default all filters are selected on resource pages, when we only want to show resources in one status, we have to un-check all other status, this is really inconvenient especially for resources we provided filtering among multiple status, such as pods list page

Steps to Reproduce:
1. Trigger cluster upgrade
2. During upgrade progress, check cluster upgrade status by visiting Administration -> Cluster Settings -> Cluster Operators, try to check which operator is in Updating/Degraded status


Actual results:
2. In order to check Updating operators, you have to un-check Available, Degraded, Unknown.

Expected results:
2. Click on Updating filter should list operators in Updating status

This has been fixed by https://github.com/openshift/console/pull/4765 which changes the filter toolbar. Now you don't see to deselect any filter to filter on a particular status.

Now we don't need to deselect any status to get expected ones, just choose the one we want
