Description of problem:
OpenSCAP Daemon is not updated to handle scanning of RHEL8 containers. Internal logic only knows RHEL6 and RHEL7

How reproducible:
reproducible via `atomic scan` use case, see Bug 1716354

A fix has been proposed to upstream in https://github.com/OpenSCAP/openscap-daemon/pull/148
