We want this patch: https://gitlab.com/redhat-crypto/fedora-crypto-policies/merge_requests/53, so that `fips-mode-setup` works correctly on OSTree systems like RHCOS. Notably, this will allow `fips-mode-setup --check` to work correctly: https://bugzilla.redhat.com/show_bug.cgi?id=1772295.

If you'd rather be backporting specific patches, then please also backport https://gitlab.com/redhat-crypto/fedora-crypto-policies/commit/cd267a5e7cf33003f9840b3428aa65ce8298de28, which is relevant to RHCOS too.
