Description of problem:
When trying to extend a RBD volume that is already attached to a VM, you get the following error:

reason: Volume size extension is not supported by the hypervisor.
: ExtendVolumeNotSupported: Volume size extension is not supported by the hypervisor.

openstack-nova 17.0.12-1

How reproducible:
100%

Steps to Reproduce:
1. Attach RBD volume to VM
2. Try to extend the volume size
3. Observe the error in the nova-compute.log file

Actual results:
reason: Volume size extension is not supported by the hypervisor.
: ExtendVolumeNotSupported: Volume size extension is not supported by the hypervisor.

Expected results:
Volume would be extended.
