Only /lib/libproc.2.0.7 is installed, not the less-specific links. Other packages (specifically, rusers) then bind to a specific version, making it 
impossible to upgrade procps without either uninstalling the dependent package or forcing the upgrade.See also bugid 17786.

The minor number of the procps library does not change unless there are
incompatible changes.  procps does not export a -devel package for a
reason: the large amount of work to change libproc into a proper interface
hasn't been done.  libproc exists to save space between procps programs,
it is not an exported interface.  I agree that this is suboptimal, but
I don't have time to change it now.
