Description of problem:

Host create does not 'Rollback' when click on 'Cancel'

@Satellite 6.7.0 Snap 4.0

How reproducible:

Always

Steps to Reproduce:

1. Submit a 'Create Host' request
2. Keep monitor Azure portal to see If a VM started to create and once you see same then 
 On Satellite Press on 'Cancel' Button for that host create.

Actual results:
 
 No 'Roll back' happens and host will start shows after few minus under 'Hosts => All Hosts'


Expected results:

 Host create should 'Rollback' when click on 'Cancel'

yes, this also happens in ovirt

Aditi, I have also seen this behaviour in GCE.
