This is a tracking bug for Change: Freeze after branching until compose is ready

Add freeze (similar to beta or final freeze) after new Fedora is branched. This freeze will be removed as soon as a branched compose is ready.

Fedora 32–36 schedules are now updated with this freeze.

For Fedora 32 branching, this has happened. Not closing yet to update some docs.

Branching F33 Change Tracker bugs.

Today is the code complete (testable) deadline. All bugs should be at least in MODIFIED state by now to indicate they are testable.
