Description of problem:
Mistral fails to derive OvS DPDK parameters in NIC Partitioning and getting error 'Unable to determine NUMA node for DPDK NIC:',

Update plan only result:
Removing the current plan files
Uploading new plan files
Temporary Swift GET/PUT URL parameters have successfully been updated.
Temporary Swift GET/PUT URL parameters have successfully been updated.
The backup of the ceph-ansible fetch directory did not need to be renamed
Plan updated.
Processing templates in the directory /tmp/tripleoclient-gy4663yo/tripleo-heat-templates
Invoking workflow (tripleo.derive_params.v1.derive_parameters) specified in plan-environment file

Steps to Reproduce:
1. Deploy undercloud
2. Update plan only using OvS DPDK NIC partitioning templates

Actual results:
OvS DPDK parameters are not derived and getting error 'Unable to determine NUMA node for DPDK NIC:'

Expected results:
OvS DPDK parameters need to be derived correctly.
